The defense chief argued that Estonia’s security calculus can no longer rely solely on traditional ground-based air defense systems, pointing out that the proliferation of low-cost, long-range loitering munitions necessitates a flexible, cost-effective airborne interception capability.

According to Herem, Estonia must systematically improve its national air surveillance networks, command and control systems, and multi-layered air defenses. This integrated approach, he noted, should incorporate a diverse mix of defensive measures ranging from heavy machine guns and rapid-fire cannons to interceptor drones and, potentially, specialized military aircraft. As part of an innovative and pragmatic approach to capability development, Herem suggested that Estonia could explore arming its existing fleet of Aero L-39 Albatros training aircraft with machine guns or small-caliber cannons. He emphasized that the primary operational objective of such platforms would not be to engage high-performance enemy fighter jets in dogfights, but rather to hunt down and intercept slow-to-medium-speed attack drones before they can reach critical infrastructure.

The urgency behind Herem’s strategic shift is heavily informed by observations from the frontline in Ukraine. During his recent trip, the defense minister was briefed on the shifting dynamics of Ukraine’s air defense efforts against Iranian-designed Shahed-type long-range suicide drones, which Russia routinely employs to overwhelm Ukrainian cities and energy grids. Herem noted with concern that Ukraine’s interception rate for these persistent long-range drones has experienced a noticeable decline, dropping from approximately 90 percent down to roughly 70 percent. This reduction in interception efficiency has translated directly into a significant increase in physical damage, infrastructure destruction, and civilian hardship caused by ongoing Russian aerial campaigns.

Drawing direct lessons from the battlefield, Herem stressed that Estonia must dramatically strengthen its military-technical cooperation with Ukraine. This partnership should involve the systematic collection and analysis of real-time battlefield data, the direct procurement of battle-tested Ukrainian-made military equipment, and the exploration of joint defense production initiatives. Within this framework, priority areas for Estonian defense planners include electronic warfare, advanced air defense systems, sophisticated surveillance networks, unmanned aerial vehicles, and resilient digital command-and-control capabilities designed to withstand electronic jamming and cyber attacks.

The defense minister offered a stark assessment of Russia’s long-term military-industrial trajectory, warning that Moscow’s defense manufacturing sector shows no tangible signs of slowing down despite ongoing economic difficulties, international sanctions, and severe resource strains. Herem cautioned that Russia’s war economy could continue expanding and modernizing even in the hypothetical event that active hostilities in Ukraine were to cease, posing a persistent, generational security threat to NATO’s eastern flank.

During his visit to Kyiv, Herem held a crucial thirty-minute meeting with Ukrainian President Volodymyr Zelenskyy. In their discussions, the Ukrainian leader detailed the most pressing air defense challenges currently facing the country, highlighting an acute and persistent shortage of high-end interceptor missiles capable of destroying incoming Russian ballistic missiles. Zelenskyy and Herem also discussed the vital importance of protecting critical national infrastructure and establishing adequate, reinforced bomb shelters for the civilian population, drawing directly on Ukraine’s hard-earned national resilience and survival experience under daily missile and drone bombardment.

Looking ahead at how future conflicts will manifest, Herem issued a sobering warning regarding the totalizing nature of modern drone warfare. He noted that rapid technological advances in autonomous systems, long-range reconnaissance, and precision strike capabilities mean that Estonia must thoroughly prepare for a conflict scenario in which the entire national territory could instantly become an active operational zone, leaving virtually no safe rear areas for logistical staging or civilian refuge.

TALLINN — Estonia must seriously consider the acquisition of light fighter jets and a comprehensive overhaul of its multilayered air defense architecture to counter Russia’s increasingly fast and sophisticated long-range attack drones, Defense Minister Martin Herem has warned.
