According to law enforcement authorities, the operational landscape surrounding these detentions has shifted notably in recent weeks, with all apprehensions now taking place exclusively within the capital city of Tallinn.

The ongoing situation highlights the continuing challenges faced by European Union member states along the bloc’s eastern external borders, where migration pressures have persisted for months. As of Tuesday, institutional resources in Estonia were actively managing a significant portion of this population, with 258 foreign nationals being held at the dedicated detention center in Tallinn.

While the majority of those detained remain in Estonia’s custody, coordinated international efforts have also resulted in the successful repatriation of a portion of the arrivals. To date, 148 people who initially entered the European Union via the Belarus-Latvia border have been formally handed over to Latvian authorities under established cross-border cooperation protocols.

Indrek Aru, head of the border guard bureau at the PPA’s Northern Prefecture, emphasized the complexity involved in executing these transfers between neighboring states.

"Each handover is essentially a logistical operation, the success of which requires verified information about the foreign nationals’ routes, origins and intentions, as well as agreements between the authorities of both countries," Aru explained, shedding light on the meticulous planning required behind the scenes.

As part of these ongoing logistical operations, foreign nationals designated for transfer back across the border are transported in organized groups to ensure security and efficiency. At the same time, criminal investigations are running parallel to administrative detentions. Authorities have confirmed that fifteen individuals among those intercepted are currently suspected of organizing illegal migration, indicating the active involvement of smuggling networks facilitating these unauthorized border crossings.

Medical Attention and Health Protocols

Beyond the security and logistical challenges of processing hundreds of undocumented arrivals, the detention facilities in Tallinn have also had to contend with various health-related issues among the detained population. In recent weeks, individuals housed at the center have sought medical attention for a range of ailments, most commonly presenting with cold-like symptoms and skin rashes typical of transient populations enduring difficult travel conditions.

To address these medical needs, institutional arrangements are in place to ensure that detainees receive necessary healthcare evaluations and treatments. When severe symptoms arise, protocols dictate immediate escalation of care.

"Foreign nationals with high fevers were taken to West Tallinn Central Hospital, which provides healthcare services to the detention center," Aru noted, providing an update on the current medical status of the residents. "As of today, one foreign national remains hospitalized, and it is known that they will be able to return to the detention center in the coming days."

Managing public health within a custodial environment requires a delicate balance between medical confidentiality and the institutional imperative to prevent outbreaks. Aru pointed out that local hospitals maintain strict boundaries regarding the sharing of specific medical data due to privacy regulations, though channels remain open for critical public health interventions.

The hospital does not provide the detention center with detailed information about tests carried out or diagnoses, respecting the standard legal frameworks governing patient privacy. However, safety mechanisms ensure that institutional staff are adequately briefed whenever a genuine health risk is identified.

"Due to personal data protection requirements, diagnoses are not disclosed to the detention center, but in the event of a health risk, the center’s staff receive all the necessary information from medical professionals to immediately implement measures to limit the spread of disease, including isolation or quarantine," Aru said, outlining the operational safeguards established to protect both detainees and staff.

As the PPA continues to monitor the situation in Tallinn and along Estonia’s broader security perimeters, authorities remain engaged in ongoing cooperation with regional partners to manage the flow of unauthorized entries and address the legal and humanitarian dimensions of the detentions.

TALLINN — Since the month of July, the Police and Border Guard Board (PPA) has detained a total of 388 foreign nationals who arrived in Estonia without a legal basis following unauthorized crossings of the Belarusian border.
