UAE-based renewable energy developer Masdar has announced a significant milestone in sustainable finance, successfully raising $600 million through its very first blue bond issuance. The proceeds from this landmark financial instrument are earmarked specifically for financing marine-based renewable energy projects, marking a major step forward in the company’s broader strategy to diversify its funding mechanisms while scaling up ocean-friendly power generation, including large-scale offshore wind developments.

This strategic issuance directly follows the release of Masdar’s updated Green Finance Framework (GFF), which was unveiled last month. The updated framework was specifically expanded to include eligible blue projects within its scope. Under the guidelines of this updated framework, any designated blue project must actively contribute to the sustainable use and preservation of global oceans and vital water resources. Furthermore, these initiatives are required to undergo rigorous environmental impact assessments to ensure that any potential adverse effects on marine biodiversity are minimized to the greatest extent possible.
The scope of eligible blue projects outlined in Masdar’s updated framework encompasses a diverse range of marine and water-centric clean energy investments. These include capital-intensive undertakings in floating solar power, offshore wind power installations, and the complex engineering required for the transmission and distribution of offshore-generated electricity back to the mainland shore. By explicitly defining these parameters, Masdar aims to channel institutional capital directly into specialized sectors that support both climate mitigation and ocean health.

Market reception for the debt offering was exceptionally strong. According to details released by the company, the new five-year bond carries an AA- rating from prominent credit rating agencies S&P and Fitch. This designation makes it the highest-rated publicly issued corporate blue bond globally to date, reflecting immense confidence from the financial community in Masdar’s operational stability and creditworthiness. The offering proved to be highly sought after by global investors, achieving a 2.5 times oversubscription rate with the total order book surging to an impressive $1.5 billion.
Mazin Khan, Chief Financial Officer at Masdar, emphasized the strategic importance of the offering for the company and its investor base, noting that the initiative opens up fresh avenues for collaboration in the transition to sustainable energy systems.

"Our first blue bond issuance under our updated Green Finance Framework provides yet more opportunities for investors to join us in building the clean energy system of the future," Mazin Khan said. "This benchmark offering will ensure capital can be delivered where it will have the most impact, supporting the development of a more resilient blue and green economy."
The successful execution of the transaction relied on the collaboration of a robust syndicate of financial institutions. Joint lead managers and bookrunners on the landmark deal included Abu Dhabi Commercial Bank, BNP Paribas, Crédit Agricole CIB, First Abu Dhabi Bank, HSBC, J.P. Morgan, and Société Générale CIB. Their involvement underscores the deep financial backing and international banking coordination required to bring a top-tier corporate blue bond to the global market, setting a powerful precedent for future sustainable debt offerings in the Middle East and beyond.
